Ollanta Humala, the anti-system candidate is probably closer to Venezuela's president Hugo Chavez that he is to Bolivia's newly elected leader, Evo Morales as Peruvians are prepared to elect a new president and congress on April 9, 2006. The Humala phenomenon as it is has been called, raises questions whether Peru might follow Bolivia and Venezuela into the ranks of Latin American countries willing to challenge Washington and the Washington Consensus on market-led economic reform.
