Privatization in health and human services: a critique
Article Abstract:
Privatization of health care and human services in the form of government contracts with nonprofit organizations has failed to control costs and the growth of government as its advocates contended. Assessment of these organizations' economic performance belied the argument that awarding them contracts for the services would allow market forces to limit costs. Furthermore, this form of privatization has ironically expanded rather than diminished government's role by forcing increases in public expenditures and by requiring many new regulations.

The role of institutions and ideas in health care policy
Article Abstract:
A 'policy paradigms' approach provides a more comprehensive explanation for the failure to adopt national health insurance in the US. Sven Steinmo and Jon Watts place too much emphasis on institutions, whereas the policy paradigms approach looks at the interaction between institutions and concepts, using a social learning model. For example, the legacy of past policies has influenced public thinking about the distribution of public versus private responsibilities for health care, making the change to a national system seem too radical.
