Reinventing government, the new public management and civil service systems in international perspective: the danger of throwing the baby out with the bathwater
Article Abstract:
An examination of the reinventing government movement indicates that it is at least partly an assault against bureaucratic power and the career public service. The main themes of the movement include debureaucratization, decentralization, privatization and managerialism. All these go against essential public service values. Thus, the reinventing government concept may destroy the significant function of public servants in modern democratic governments.

The impact and implications of civil service reforms on human resource management (HRM) systems in the United States are discussed, in the light of a survey conducted in 50 states of United States. Present state of HRM is also presented.
