Removing health, sanitary and technical non-tariff barriers in NAFTA: a new institutional economics paradigm
Article Abstract:
The problems encountered in the implementation of trade liberalization mechanisms in the technical, health and sanitary regulations in the NAFTA are scrutinized. The lack of progress in the elimination of non-tariff trade barriers is explained within the context of New Institutional Economics. It is suggested that government agencies whose principal responsibility is not the regulation of international trade for the fulfillment of trade agreements should be relied upon. The costs associated with trade liberalization will increase so that cost-reducing institutions should be organized.

Canada and Mexico are likely to select the World Trade Organization while the US will choose the NAFTA trade dispute mechanisms.
