Reshaping employment regimes in Europe: policy shifts alongside boundary change
Article Abstract:
A study was conducted to evaluate the direction of shifts in employment regimes in the EU, where fiscal consolidation constitutes the macroeconomic foundations of labor markets in practically every EU member state. Results indicate that a doubled-edged process of change is underway and suggest that there are destructive properties to the existing direction of employment relations in Europe. The policy shifts that are occurring in Europe reflect, overall, the co-mingling of constrained discretion and social learning influences inside European employment regimes.

Policy paradigms, policy networks and water policy in Israel
Article Abstract:
The role policy networks play in the emergence, persistence and change of policy paradigms is analyzed in the context of water policy in Israel from 1948-97. The analysis employs two analytical methods: use of the policy networks and policy communities technique and draws on existing studies on problem definition. The results show that policy networks provide an environment wherein the state interests are defined and a policy paradigm can take hold as well as bring a buffer against policy change.
