Article Abstract:
The principle of sovereignty is overridden by the international responsibility to protect when the state government fails to discharge the responsibility to protect their citizens. The High-Level Panel on Threats, Challenges and Changes has proposed that the UN should adopt the responsibility to protect in cases of genocide and other large-scale killing, ethnic cleansing or serious violations of international law, a position endorsed by the Secretary-General.

Article Abstract:
The exiling, on February 29, 2004 of President Jean-Bertrand Aristide that lead to fighting between government forces and insurgents in which around a hundred people died in the Central African Republic is discussed. It is further suggested that despite the new government, large parts of Haiti have only the most skeletal administration that is misused by local warlords.
