Strategies for managing tensions between public employment and private service delivery
Article Abstract:
The extent to which cities of at least 25,000 people use three strategies designed to manage tensions between private service delivery and public employment is examined. The three strategies are: giving line employees a role in service delivery decisions, allowing public agencies to vy for local services contracts, and developing special programs to minimize the effects of displacement on public employees. Study results suggest that the strategies can be helpful.

Administrative benchmarks in management training
Article Abstract:
Eight benchmarks characteristic of best-practice management training program administration are reviewed. The benchmarks contain descriptions of specific policies or actions that support both output and process benchmarks and enable administrators to strategically manage training programs. Benchmarks are usable as matrices in the creation and evaluation of management training programs.
