Strengthening IAEA safeguards in an era of nuclear cooperation
Article Abstract:
The International Atomic Energy Agency's 'Program 93+2' will allow it to protect declared nuclear material in a more cost-effective way and also to deal with hidden nuclear programs. The end of the cold war has brought about an improvement in the international nuclear weapons scenario. However, progress has been negated by events such as the non-compliance by North Korea's of the Oct 1994 framework agreement with the US to 'freeze' its weapons program, the refusal of India, Israel and Pakistan to sign the Nuclear Nonproliferation Treaty, and by the continuous testing of nuclear weapons by China and Pakistan.

North korea at the crossroads: nuclear renegade or regional partner?

Spurgeon M. Keeny Jr, the president of the Arms Control Association (ACA), feels that efforts to keep North Korea in the NPT should neither destroy the image of the International Atomic Agency (IAEA) nor restrict its inspection rights. David Albright, president of the Institute for Science and International Security, believes the issue of North Korea's plutonium separation capacity should be considered in its historical and political context. Michael Mazarr, senior fellow at the center for strategic and International Studies, foresees an imminent harshness in the diplomacy of the International Community.

OSCE summit stresses cooperation; CFE states set out adaptation plan
Article Abstract:
The 52 participating states of the Organization for Security and Cooperation in Europe (OSCE) agreed to enhance cooperation in the Dec 1996 summit in Lisbon, Portugal. The 30 states of the Conventional Armed Forces in Europe (CFE) agreed to prepare a document defining the scope and parameters for the talks on the modernization of the CFE treaty. The aims and objectives of the CFE document are similar to the OSCE final declaration. Encouraging regional initiatives, respecting the commitments related to the rights of national minorities and arms control are some of the main aims.
