The Canada-US softwood lumber dispute: an assessment after 15 years
Article Abstract:
The US-Canadian dispute over softwood lumber clearly illustrates the prevalence of power politics over international trade agreements. Canada signed the Canada-US Free Trade Agreement and the North American Free Trade Agreement in 1988 and 1992, respectively, as a way of securing provisions enclosed in the free trade treaties as protection from retaliatory measures. However, the disregard of the US for the rules of the two agreements whenever its interests were affected has led to ad hoc settlements that have been the pattern for a period of 15 years.
