UNICOR's strategic planning process: a developmental model
Article Abstract:
The corporate strategic planning process is considered an indispensable tool for today's cost-conscious corporations. The design and implementation by UNICOR or the Federal Prison Industries Inc. of a corporate plan is analyzed. Results indicate that the process is as important as the outcome. Its success requires the cooperation of all levels in the organization such as top managers who need to open up to personnel and employees who should be rewarded for their contribution to the process. The process furthermore needs to reflect corporate culture to be acceptable.

It must embody economic perspectives that center on political economy and take into consideration descriptive and analytical investigations of the state and their relationship with the economy. A critical study of political economy will aid practitioners of public administration in promoting public interest.
