Ukraine at the crossroads
Article Abstract:
Ukraine, which became independent in Dec 1991, is facing economic problems, with an inflation rate of 10,000% in 1993. The Ukrainian president has put forth a far-reaching program of economic reform, including foreign trade liberalization, cuts in taxes and subsidies for food and fuel, a market-based foreign exchange system and price liberalization. His agricultural policy threatens to break the stranglehold of the powerful agrarian lobby on the rural electorate. Despite economic hardships, Ukrainians have kept faith in democratic institutions, backing the proposed transition to a market democracy.

Croatia at the crossroads
Article Abstract:
Croatia, which has survived a war of attrition waged against it by Yugoslavia's Serbian leaders, will likely either continue to be in a transitional state or become more democratic through the political skill of its leaders. The country's political parties are not extremist in character and this fact will contribute to the normalization process in a strife-torn environment. Nonetheless, the postcommunist government that took over has still to announce the holding of popular elections.
