Federalism and constitutional design
Article Abstract:
Federalism in countries, such as the US and Germany is successful due to the integrated party system and the decentralization of executive authority. The interaction of the different constitutional elements at the central and regional levels is important. The German 'Lander' and the US states are an integral part of the federation, although state party systems are afforded administrative authority. Corruption of the electoral process and deficiencies in the institutional structure prevent Russia from having an integrated federation, although decentralization of the executive exists.

Forcing the pace of democratization
Article Abstract:
Views expressed in the Apr 1999 issue of 'Journal of Democracy' are typical of the Western perception of Russia's reform efforts of the 1990s. Dmitri Glinski and Peter Reddaway, in their article, put forward the view that the Russian political system in the 1990s represents a conspiracy to maintain the dominance of the ruling class. Michael McFaul maintains, in his analysis, that the sheer size of the reform task is the big hurdle for Russia. These authors, like many Western experts, have failed to account for the influence of Russian culture.
