Vision-based diagnosis: mobilizing for transformational change in a public organization
Article Abstract:
A case study of the Kansas City Management Office of the US Dept. of Agriculture's Farm Service Agency was made to examine its transformation as an organization where radical change was introduced. Federal program managers were ordered in 1993 to reinvent their organizations and make them 'customer-driven.' The study showed that, in mobilizing employees who exist in a hierarchical working structure, the vision-based diagnosis model should be used since it presents new and more participatory methods of working to enable organizations to provide products and services to their customers.

Managing for results has been a major issue in public management research and practice due to strong demand for public accountability and high expectations on government performance. This requires a solid foundation in strategic management, where all management processes are coordinated for the development and accomplishment of a focused strategic goal. This is particularly true for government and public agencies, which face dynamic social, political, intergovernmental, fiscal and citizen conditions.

Service delivery impacts of TQM: a preliminary investigation
Article Abstract:
The service delivery significance of the Pennsylvania's Dept. of Transportation's total quality management (TQM) initiatives was examined to determine correlations between TQM and long-run changes in the total performance of the organization. The study showed that, although the public works agency's TQM activities were generally favorable to measures of attitude, behavior, work quality, service levels and labor productivity among its employees, their impacts were not strong enough.
