WTO negotiations on the harmonization of rules of origin: a first critical appraisal
Article Abstract:
The finalization of a complete set of rules of origin may take several more years to complete. According to the Union of Industrial and Employers' Confederations of Europe (UNICE), the rules agreed so far are too complicated to implement, typically requiring data and expertise not usually available to firms. Consequently, UNICE has called for the simplification of rules of origin to ensure that administrative costs are not too burdensome. It has also asked that the World Trade Organization take into consideration future technical developments when planning its rules of origin framework.
