War eclipses peace in Sri Lanka
Article Abstract:
Sri Lankan forces' imminent capture of the Liberation Tigers of Tamil Eelam stronghold of Jaffna will be the LTTE's greatest setback in the 12-year civil war. However, it is unlikely to end the conflict, as the LTTE leaders remain committed to winning absolute independence. Sri Lankan president Chandrika Kumaratunga's govt depends for its survival on a twin-track policy of military pressure and offering political devolution, with the former now dominant. India is unlikely to intervene unless refugees start to flood it.

The organization has been accused of abetting violence and chaos in countries such as Yugoslavia and Bosnia. Although the aim of the organization is to solve military problems in an amicable manner, evidence of the use of coercive measures has been recorded by the organization's officials.

Peace in Northern Ireland looks promising with the passage of the May 1998 referendums on the political future of the country.
