Wassenaar members remain divided on arrangement's scope
Article Abstract:
The 1996 Wassenaar arrangement calls on its 33 members to voluntarily swap information about exports of conventional weapons and dual-use goods. It is also designed to boost member collaboration in stopping the acquisition of weapons and sensitive dual-use goods and technologies by countries that are a cause of concern for the members. The fifth plenary meeting of the arrangement took place in Vienna, Austria, in Dec 1999. The members remain divided over whether the agreement should develop into more than merely a data collection centre.

Wassenaar is a voluntary group of 33 nations active in the arms trade who have agreed to non-binding export controls on shoulder-fired Man-Portable Air Defense surface-to-air missiles. Twenty non-military aircraft have been shot down by such weapons since 1978.

Members of the 33-strong Wassenaar Arrangement have agreed to export man-portable air defense systems (MANPADS) only to foreign governments and to consider whether the recipients will misuse or divert the missiles.
