Who was that straw man anyway? A comment on Evans and Rice
Article Abstract:
Robert G. Evans and Thomas Rice deal with the advice which should be given to policy makers rather than with the politics of reforming health care or with actual occurrences in the medical markets. Evans especially concentrates on ad hominem speculation about the hidden motives of some market-oriented health care economists. Evans finds fault with the redistribution of wealth which he believes health care reform would effect, while Rice is less polemical.

The need now to consider the two aspects of health care industry change which were yet to occur when Kenneth J Arrow wrote his 1963 article are discussed, and these are rising health care spending and rapidly developing medical technology. The governmental factor, that of welfare economics, is also missing.
