The relative merits of the Debbie Smith or Justice for All Act passed on November 1, 2004, which addresses the problem of collecting and analyzing DNA evidence from backlogged rape kits lying in crime laboratories across the country, are explored. Concerns linked with the implication of the act raises significant questions about its overall programmatic utility and treatment efficacy.
