California's controversial new "anti-tax shelter" law increases penalties and the statute of limitations, and applies retroactively
Article Abstract:
The significant provisions of the new California law intended to detect 'abusive transactions' are discussed. The penalties are waived under the brief amnesty program offered by the Californian law known as the Voluntary Compliance Initiative (the "VCI") if the eligible tax-payers voluntarily disclose between January 1, 2004 and April 15, 2004 the abusive tax-transactions made before 2003.
