Councils apply parking brake
Article Abstract:
The workplace parking levy included in the UK government's Transport Bill is designed to cut congestion and give local authorities a way of funding transport alternatives to the car. Local authorities will be able to implement a licensing scheme to hypothecate the net proceeds of the scheme to local transport. However, it is uncertain whether this approach will be sufficient to encourage people to stop using their car for travelling to and from work. In the current pre-committee form, the Transport Bill has no power or duty to force local planning authorities to use the net proceeds for a local transport plan. There is a risk of traffic congestion reduction schemes of this kind becoming a tax on parking that does not cut congestion or encourage a change in forms of travel.

Article Abstract:
The planning procedure system for large infrastucture building schemes could be improved by limiting the time spent on information gathering at inquires, making witnesses fulfill their obligations and using information such as environmental studies more fully. If parliament decides that a project should go ahead only the actual implementation of the scheme and local planning difficulties would still be under discussion. The planning processes of large infrastructural projects such as airport terminals and roads in the UK are time-consuming and expensive.
