Humberside county council is vigorously promoting its place in the European transport network by joining the North Sea Commission and forging a partnership agreement with the Republic of Latvia. The county capital, Hull, has been awarded a Single Regeneration Budget of 25 million pounds sterling and further major investment in the capital has come from the private sector. North Yorkshire is looking to new areas of possible growth to offset the decline in traditional employment sectors, such as defence, coal mining and agriculture.

Cambridgeshire has seen a dramatic population expansion along with growth in the banking and financial services industries. Peterborough is the major commercial centre and Cambridge's architectural heritage often puts constraints on modern development.
