Humberside county council is vigorously promoting its place in the European transport network by joining the North Sea Commission and forging a partnership agreement with the Republic of Latvia. The county capital, Hull, has been awarded a Single Regeneration Budget of 25 million pounds sterling and further major investment in the capital has come from the private sector. North Yorkshire is looking to new areas of possible growth to offset the decline in traditional employment sectors, such as defence, coal mining and agriculture.

The completion of the A1/M1 link road means that the West Midlands is now linked to Felixstow and Ipswich by a major route. Routes further north in Lincolnshire are only slowly being improved, with three bypasses under construction which will benefit the port of Boston. Cambridgeshire has seen a dramatic population expansion along with growth in the banking and financial services industries. Peterborough is the major commercial centre and Cambridge's architectural heritage often puts constraints on modern development.

Good quality industrial space is now at a premium, although continuing advances in technology and specific business requirements are making some developers apprehensive about the shelf-life of their property. Concepts such as just-in-time delivery are fueling the requirement for large industrial developments, although development tends to be on a design-and-build basis, with speculative building work rarely being carried out.
