Foreign investors accounted for 3.2 billion pounds sterling of all direct purchases in the UK commercial property market in 1998, with purchase activity particularly high during July-December 1998. Foreign investment reached 4.5 billion pounds sterling in 1997, but investment levels are expected to remain high due to the UK's yield gap, attractive lease structures and market liquidity. European investors, excluding Germany, spent about 800 million pounds sterling in 1998, while Germany invested 440 million pounds sterling. Asian investors liquidated around 220 million pounds sterling of their holdings in the UK.

The UK commercial property investment market remains buoyant, with several building societies looking to invest in commercial property. Although some observers have pointed out they seem to be prepared to lend on deals which had been refused by the banks. Some British banks are having to look at new investments to improve their returns, such as mezzanine debt. German banks are able to offer very competitive lending rates as they can raise cheap capital. Money has been freely available to borrow at a low rate and yields were quite high but yields have begun to fall and the cost of money rise.

Government calls a new tune on FRI lease terms

The UK government's Private Finance Initiative (PFI) is aimed at encouraging private-sector capital and expertise to participate in projects which have traditionally been handled by the public sector. The government is now looking to introduce PFI to the office sector, thus giving a higher level of flexibility. Government office occupiers are now being requested to consider PFI solutions alongside previous leading or purchasing arrangements.
