Phasing: pain or relief?
Article Abstract:
The Non-Domestic Rating (Chargeable Amounts) Regulations 1994 broadly follow the 'transitional arrangements' set down in 1990 to ensure that businesses facing much higher rate bills under the Uniform Business Rate did not have to pay the whole of the higher amount. Under the new regulations, transition applies to a property when it is a 'defined hereditament,' with the exact level of transition being determined on the basis of three phasing determinants.

Pumping new life into old veins
Article Abstract:
The industrial property sector in Birmingham, England, is set to enjoy a revival, with companies in the area becoming more optimistic about their prospects. A particularly important role has been played in this trend by the Birmingham Heartlands Development Corporation (BHDC), which has been responsible for reviving 1,000 ha of derelict land in the north east of the city centre. This scheme is set for completion in 1998.
