UK retailers have traditionally been opposed to wine bars, take-away food outlets, pubs and restaurants being allowed to operate in town centres. However, they are now realizing that mixed use can have a positive impact on town centres, especially in terms of attracting people in the evening and at weekends. This view is being taken up by local authority planners, who are now taking a more flexible line in town centre developments. Investors realize that pubs, restaurants and similar developments can actually boost declining retail pitches and revive ailing town centres.

Measuring up to 2000

It appears that rates bills in the UK will generally rise on revaluation in 2000, reflecting the improving markets. This will happen even if the government is able to reduce the rate poundage to allow for the rising values. The rate poundage is likely to fall by the amount that values have generally increased on a national basis. It is probable that individual rents will have moved quite significantly in the period 1995 to 2000, with some sectors and locations making very dramatic progress.
