The pharmaceutical industry has managed to maintain strong cash flows and margins despite the drive to introduce radical changes in health care delivery and to control costs. At the heart of its flexibility to adopt to these changes is location. The strategy of separating R&D and administrative operations from manufacturing operations enables pharmaceutical firms to manage industry location concerns more efficiently and effectively. It gives the pharmaceutical sector protection against price changes and recessions.

Pharmaceutical and biotechnology firms' site selection depends on the area's availability or proximity of skilled workers and talented scientists, as well as communication and information infrastructures. Tax and financial incentives do little to attract these industries to an area. States whose scientific and educational institutions are well established have the distinct advantage of attracting these high-wage-paying firms.
