Radical change falters over funding
Article Abstract:
In April, 1996, local government consisting of eight county and 37 district councils in Wales was replaced by 22 unitary authorities. Many councillors had ambitious plans to provide high quality services at the best value. Eight months later, most of these new councils are reducing or deferring expenditure due to lack of funds. Councillors claim extra expenditure is necessary to avoid cuts in services, but the Secretary of State for Wales is determined to keep any increase in council tax to a maximum of 15%.

Tenants call the tune
Article Abstract:
Speculative office developers have built several well-designed and high quality buildings in Leeds, England, particularly the new office buildings for Norwich Union and NatWest. Some agents feel that any new developments must respond directly to the requirements of prospective occupiers. Some older office sites have been converted to hotels. Demand for offices remains steady although some companies are prevented from moving to new sites because of their existing leases.
