New planning guidelines are affecting the UK real estate industry. The guidelines, draft PPG 6 and PPG 13 affect office and other developments. The government is seeking to revitalize urban areas and promote sustainable development. Projects outside urban areas are not banned but permission is more difficult to achieve. Critics argue that there has been insufficient analysis of the factors involved. The real estate industry has to accept these guidelines whatever professionals may think of them.

Only very limited refurbishment and development work is permitted in the centre of the historic city of Bath, so most developers are focusing on edge-of-centre sites. However, even schemes of this kind can encounter problems with green belt and multi-ownership. Bath is unique among UK cities in having World Heritage Centre status, which further inhibits refurbishment and development work.

Streets ahead
Article Abstract:
Chester's retail base has remained strong throughout the recession, as the city continues to attract large numbers of tourists. There is still strong demand for retail space, especially on the main Eastgate Street, and prime retail rentals are therefore at high levels. Developers are also looking at Chester's business parks, which are seen as having very good prospects.
