Point of conflict
Article Abstract:
The City of London does not have to have very tall buildings simply to reinforce its status as a financial centre, according to English Heritage Chairman Sir Jocelyn Stevens. This is why English Heritage blocked Sir Norman Foster's design for Kvaerner's Millennium Tower and forced Wates to scale down its City Point building. These were controversial decisions, but were a clear response to the fact that there is no demand for very tall buildings in the City of London. He does not feel that very tall buildings are necessary if demand for modern office space is to be met.
