Article Abstract:
Westminster council in London, England, is hoping to recoup from tenants part of the 30 million pounds sterling cost of work it undertook on council-owned homes as long ago as 1988. However, tenants are set to fight the council in the courts. The council now anticipates that it will have to write off 16 million pounds sterling in irrecoverable debt and lost income, and this is likely to lead to a sharp rise in rents. The main issue is the failure of the council to manage the 37 different types of lease issued to more than 7,000 owners of former council apartments.
