A climate of dangerous uncertainty
Article Abstract:
The UN Intergovernmental Panel on Climate Change (IPCC) science working group updated their research on greenhouse gas emissions for the UN Earth Summit in Brazil in June 1992 and concluded that a 0.3C to 0.6C increase in average global temperatures in the twentieth century could be caused by pollution. Nature produces some greenhouse gases and it is difficult to establish how much is man-made. The IPCC estimate that six billion tonnes of CO2 was produced by the coal, gas and oil industries in 1990, but this figure could vary by 500 million tonnes. Predictions are impossible but the IPCC recommend reduction in emissions. Scientists believe the cooling effect of sulphur dioxide pollution is balanced by the warming from CFCs.

The right climate for tax on fuel
Article Abstract:
Most scientists now agree that pollution will probably change the climate over a large part of the earth's surface over the next 100 years. Some even believe that signs of global warming are already beginning to emerge. However, no reliable regional predictions for the rate of global warming are yet available, and this has been used by governments as a reason for taking no firm action. In the UK, the government has introduced VAT on electricity and gas, but this was for financial, not environmental, reasons.

Blair gets serious on climate summit
Article Abstract:
It is vital that the US, Canada, Japan and Australia act immediately to meet commitments to stabilize increasing emissions of greenhouse gases, according to UK Prime Minister Tony Blair. So far, only the UK, Germany and Russia have fulfilled the commitment made at the Rio Earth Summit in 1992 to stabilize annual emissions of carbon dioxide. Speaking at the United Nations Earth Summit, Blair has called for a new agreement on the environment and development between developed and developing countries.
