A river always floods through it
Article Abstract:
The Mississippi river usually floods in the spring in the lower river below Cairo, Illinois, but in 1993 it flooded badly in July. The US Army Corps of Engineers watch out for floods. The Mississippi River Commission organised levees along the river, but they cause an unnaturally high water level, higher than the land around the levees. The Flood Control Act 1928 led to distributaries, spillways and fallbacks. The 1954 Flood Control Act led to the building of a dam to preserve the ratio of 30% water down the Atchafalaya and 70% on past Baton Rouge forever.

Bodies pile up as disease follows the floods. So where is the deluge of aid?
Article Abstract:
Hurricane Mitch has killed 9,000 people and left very large numbers homeless in Central America. Crops have been destroyed and animals have drowned. However, the international response to this disaster has so far been limited. Governments are now setting aside funds for aid to the region, but the devastation from Hurricane Mitch has so far not really captured international attention. Some supplies are now arriving, but it is proving very difficult to get these supplies to the worst affected areas.

The booze that floods the Channel
Article Abstract:
It appears that customs officers at large UK Channel ports such as Dover make little effort to stop people who have clearly greatly exceeded their allowance of duty-free goods such as beer and cigarettes. There are now even groups operating which make the journey across the Channel several times a day, filling vans with goods which are then sold on the black market. Indeed, some ferry companies seem to encourage this by offering special deals involving double a single person's allowance.
