It's time students learnt to pay

Taxpayers in the UK are accustomed to financing higher education, but as student numbers grow to one in three, the costs are prohibitive. The system limits growth and means universities have to observe central planning instead of responding to market demand. A graduate tax would provide higher maintenance grants and higher fees could be paid to universities so they could expand without overloading the general taxpayer. The Australian system adds 2% to graduates' income tax when their earnings become average, with up to 10 years to pay.

The money that went to school and home again

Hertfordshire County Council, England, evolved a marketing strategy to sell its goods and services to schools, which now control their own budgets. Building maintenance, payroll, computer servicing and advice on teaching are offered. The education authority produced catalogues and held meetings, but secondary schools were unwilling to make agreements for more than one year. In 1993 94% bought personnel services, 89% planned to use some county advisors and over 50% bought a package of services.

Head teachers still sceptical over opting out
Article Abstract:
Head teachers opinions are crucial to parents ballots about schools opting-out. Thirty-five heads surveyed by 'The Independent' showed concern over the White Paper's lack of information. The main issue was whether the school would gain anything by opting out. Balancing the budget is a major reason for choosing to opt out. Good relationships with the local authority and their expertise and support services are valued.
