A school that fell from greatness
Article Abstract:
Hackney Downs school was founded in 1876 by the Worshipful Company of Grocers in an area which was then prosperous. The school was renowned for its discipline and its public school atmosphere, and had become one of the best secondary schools in London by the early 20th century. The central Victorian building was destroyed by fire in 1963, and it became a comprehensive school in 1966. The area became very racially mixed, and the school's strict traditions were gradually abandoned. By 1994, the school was in a very bad state, with many teachers only on temporary contracts. The government has now taken direct action to save it.

The UK government believes that is new voucher scheme for nursery education will increase parental freedom of choice. Some poor families will certainly benefit, but they could be hampered by their inability to pay the top-up fees which will be charged by private nurseries. Playgroups and part-time nurseries will still not operate long enough hours for working parents. It would be much better to have a means-tested voucher scheme under which the poorest people receive the full cost of a place and those who can afford to pay receive nothing.

Parents to be given nursery vouchers
Article Abstract:
The UK government has announced a scheme which is designed to create 150,000 new nursery places. Under the scheme, parents of four-year-olds will receive vouchers worth 1,100 pounds sterling, the equivalent of about half a full-time state nursery place. Parents will be able to choose between a part-time place in a nursery class, a full-time place in a state school reception class and a place in a private or voluntary nursery.
