A way out of the benefits trap

Labour and Conservative politicians are considering better targeting of social security payments to ensure that those who need benefits most do receive them. Low take-up was researched in Oldham and Oxford where half of those entitled to claim Family Credit did not do so. The Labour party are considering the integration of the taxation and benefits systems to remove this problem. The Institute of Fiscal Studies suggested this in the 1980s linked with means-testing. This could include mortgage interest tax relief, which could permit a Mortgage Benefit for owner-occupiers, aiding unemployed home-owners. The benefits system would have to be simplified and the computer systems would take four or five years to set uo.

Why councils must take care
Article Abstract:
A new community care system will start on Apr 1 1993. The workload is estimated at 100,000 people needing assessment to deduce suitable care: the bedridden old, young people with learning disabilities and the mentally ill. Proper care is likely to be more expensive and time-consuming than in institutions. The Algebra Committee has been established to calculate the formula to redistribute the money from the many organisations involved to local authorities. The aim is for funds to follow the patient. DSS was responsible for the care element and will provide funds of f500-600 million pounds sterling to local authorities. There is no bridging finance to set up new services.

The stagecoaching of Britain
Article Abstract:
Stagecoach, UK coach company, had a 43.6 million pounds sterling profit on turnover of 501 million pounds sterling in the 1995/96 financial year. The firm had just two buses and capital of 25,000 pounds sterling in 1980, and is now a multinational business. Stagecoach also won the franchise for South West Trains, a 260 million pounds sterling turnover railway company, which it acquired in February 1996. The company has been the subject of four enquiries by the Monopolies and Mergers Commission, which received twenty complaints as a result of Stagecoach's competitive attitude.
