Are children breaking down or is it the system?
Article Abstract:
The rise in the number of children in the UK with emotional and behavioural disorders (EBDs) may be attributable to difficulties associated with the environment in which children now live and learn. There has been strong emphasis on the use of medical approaches to deal with EBDs over recent years, but this trend tends to absolve parents of much of the responsibility for their child's behaviour. A large national research project funded by the Economic and Social Research Council will look at EBDs in more depth.

Care homes lose battle to survive in funding crisis
Article Abstract:
Many of the UK's care homes for the elderly will be forced to close in 1999. Their costs are rising sharply because of the working time directive, the minimum wage and a national shortage of trained nurses. At the same time, local authorities are reducing funding for elderly people in care. Experts believe that only large care homes with few borrowings will be able to survive in this increasingly negative climate.
