Better heroin than HIV
Article Abstract:
The Wirral Health Authority launched a full prescribing service for well drug users in 1991 to limit the spread of HIV. The Wirral has a high injecting population, but since the introduction of the needle exchange scheme in 1988 it has a low HIV infection rate, under 10 per million population. The service is based at St Catherine's Hospital and negotiates drug dosage with clients without pressure to stop. Over 1,000 referrals were made for 750 places. Particular sessions to attract women have been successful. The average annual drugs bill is 500 pounds sterling per client, compared to 30,000 pounds sterling to treat an Aids patient.
