Charities don't need a contracting role
Article Abstract:
The recent launch of the National Lottery Charities Board has focused attention on the issue of the role of charities in a modern commercial environment. The lines between the private, voluntary and state services are becoming increasingly indistinct, and charities are now being encouraged to compete for contracts to provide local authority and health services. This is forcing them to operate more like businesses, creating a clash of culture with their traditional voluntary background.

Article Abstract:
Home secretary Michael Howard seems to be embarking on a new campaign to make the administration of criminal justice in the UK stricter. This is causing despair within the Home Office, where civil servants are convinced that this approach will fail once more. Indeed, recent Home Office research has indicated that prison is an ineffective means of punishment for most criminals, with those being placed on probation being less likely to commit further crimes than those sent to prison.

Article Abstract:
The BBC has attracted a considerable amount of criticism recently, and this was reflected in the hostile reaction to calls by its director general at the 1996 Edinburgh International Television Festival for a real increase in the licence fee. Some observers feel that the BBC does not deserve additional funding and that it should simply be made to find its natural market. Indeed, the government is currently considering various alternatives to the licence fee.
