Macau is set to be formally handed back to China by Portugal on Dec 20, 1999. In fact, there are already many informal links between China and Macau. Most of Macau's 400,000 residents seem keen for the Portuguese colony to become a special administrative region of China, and officials there are keen to emphasize warm relations with China, in sharp contrast to the situation in Hong Kong. There has been little progress towards full democracy in Macau, unlike Hong Kong.
