Death of a president - then the bloodbath
Article Abstract:
Widespread killings began in Rwanda on Apr 07, 1994, following the bombing of a plane carrying president Juvenal Habyarimana. Almost immediately, prime minister Agathe Uwilingiyamana was also murdered, and the UN withdrew most of its forces from the country. The genocide spread rapidly, and almost everyone took part in the violence unleashed by uncontrolled racial hatred between Hutus and Tutsis. Many Hutus have now fled the country, and no arrangements have yet been made to secure their return.

Article Abstract:
Uganda is considered a beautiful country and its people are gentle, easy-going and friendly, but sudden violence is common. Financial aid from the International Monetary Fund and the World Bank means that the government has to follow orders from the West. The Aids virus infects 33% of the population, a higher percentage among 15- to 50-year-olds; thousands of children have become orphans. Fatalism is one reason for lack of self-protection or change of lifestyle.

Europe gets in the way as Major reaches for the world
Article Abstract:
The issue of the UK's role in Europe continues to dominate foreign policy, despite efforts to take a more global approach. This theme was clear at the recent one-day conference on 'Britain in the World.' Government speakers were defensive about Europe, but others called for greater involvement in European issues. The conference was intended to spark off debate about foreign policy issues in general.
