The Conservative party's objections to devolution for Scotland are really based on the fear that the UK would cease to be a unitary sovereign nation state, which it regards as the only legitimate form of state. However, this is not the case at all, as many of the most successful states worldwide have not been unitary nation states. The party must eventually realise that not all states must necessarily have a unitary structure held together by a sovereign power which can only be controlled by itself.

It is not possible to merely dismiss the UK House of Lords as an irrelevant institution. The House of Lords is a very valuable forum for revising legislation, which can often be badly assembled because politicians must work under great pressure. It acts as a check on the power of the House of Commons, especially as most of its members are elderly and have an independence of mind not generally found in MPs. Any replacement of the House of Lords must preserve this institution's genuine virtues.

The state must fight terrorism from a high moral standpoint
Article Abstract:
The battle against terrorism will remain a political one, rather than a military one, unless terrorists can be isolated from a friendly civilian population on which they can rely for cover. The state must show that it represents higher values that the terrorists, and must be extremely patient, even when acts of terrorism provoke great anger. The state must avoid retaliation, as this brings the risk of creating as much outrage as terrorism.
