Article Abstract:
The UK nursery education system is still much less comprehensive than in other European countries, with only two thirds of three- and four-year-olds receiving a nursery place. Most recently, the government has planned to launch a nursery voucher scheme, but this looks set to be delayed until the full results of a pilot scheme in four areas are assessed. There are considerable concerns about the implications of attempts to obtain nursery education for all three- and four-year-olds, with some observers predicting that many badly managed private nurseries could be established.

Education secretary Gillian Shephard is placing the role of the headteacher at the centre of education policy in the UK. She believes that a school can only be really successful under the right headteacher. It is certainly true that leadership plays a very significant part in education, and that weak leadership can cause schools to fail. Headteachers must focus on standards of teaching and learning, and must monitor teachers closely.
