First rule of any contract: know when to break rules

The UK Dept of Education has revealed plans for home-school agreements. Schools will make a commitment to inform parents about their child's progress and to encourage children to perform well, while parents will promise to ensure that their child arrives on time at school and to attend open evenings. Children will make a commitment to behaving well and caring for equipment and the school buildings. These contracts are a negative development, as they fail to encourage children to be creative and question authority. They are really aimed at parents who do not care whether their children attend school at all.

Police in Tunbridge Wells, England, prosecuted a woman for running a brothel in the town, an activity which police in large towns and cities would almost certainly have overlooked, as long as no drugs were involved. This incident highlights the arbitrary nature of the prostitution laws in the UK. Some leading police figures have even call for the legalisation of brothels, and this has gained the support of prostitutes' groups, which believe that unregulated off-street prostitution poses great dangers for the women involved.
