Flexible workforces are needed in Europe

There is a need for greater flexibility in employment practices, according to a report from the European Commission. This could include greater use of voluntary part-time work and below minimum wages for the low skilled, for young people or the long-term unemployed. The report also looks at wider economic issues, forecasting steady growth in 1997. A report from the OECD also supports further deregulation of European labour markets, highlighting rising unemployment among the unskilled as a key problem.

Some still are more equal than others

There is clear evidence that earning power is passed on within families from generation to generation. Against this background, it is rare for people to enter a substantially different earnings bracket from that of their parents. Educational qualifications and ability are always believed to be the driving force behind a person's earning power, but this is in fact not really the case. Certain families will always be among the highest earners, regardless of their real ability.

Phone monopolies are slowing down progress on the Internet

Monopolies at the level of physical infrastructure are hampering the efforts of some countries to expand their access to the Internet. Latest hi-tech communication is actually based on old communication networks, with Internet service providers renting space on telephone lines which are generally monopoly owned. This means that rental charges remain high, and prevents the establishment of free competition in the provision of Internet services.
