Flight from atrocities to an uncertain future
Article Abstract:
The Dublin Convention only permits refugees to seek asylum in the country in which they arrive first. As there are no direct flights from Yugoslavia to Britain refugees cannot apply for asylum in Britain. The United Nations High Commissioner for Regugees has asked Britain not to return refugees so that the problem may be shared, but the third-country removal policy remains. The UN suggests that the EC should consider it has a general border for the duration of this crisis. Lawyers trying to stop deportation find their clients waiting in prison.

Photo licences offer Government an escape
Article Abstract:
The UK government seems to have accepted that it will not be politically or administratively possible to introduce national identity cards, but will introduce photocards for driving licences, and probably for benefit claimants too, from 1996. Civil liberties groups claim that this will simply be identity cards by another name, as the driving licence and benefit photocards will cover around 70% of the population. Research from abroad has shown that identity cards have little or no impact on crime or illegal immigration.

'Interfering anachronism' gives hope among squalor
Article Abstract:
Prisoners on death row in Belize have until recently been granted an automatic stay of execution through an appeal to the Privy Council in London. However, a constitutional crisis could now result from moves by the Belize government to declare the Privy Council interventions as 'unlawful.' It claims that the Privy Council has been acting beyond its powers and that its rulings do not have to be observed.
