Future generations will be the best judge of the Budget

It is worth giving some attention to the wider and long-term implications of the Budget which is to be issued by UK Chancellor Gordon Brown on Jul 2, 1997. Consideration should be given to the implications of this Budget for the UK's role in the world economy, for example, as well as to its implications for fairness between different generations. It must be acknowledged that a government's financial policies must go beyond simply meeting the needs of existing voters, and Budgets must be tested on this basis.

UK Chancellor Gordon Brown's Green Budget seems to be very short of substance. It contains many statements of principle and intention, but few detailed policies. Furthermore, it includes information which is actually misleading. In particular, Brown is wrong to suggest that the level of wage settlements will determine whether economic growth in 1998 is at the upper or lower end of the 2.25% to 2.75% range. It is important to be aware that many other factors will affect economic growth in 1998.

No philosophy, just housekeeping in a tough, tough world

The UK government's 1995 Budget is a clear indication that the government is struggling to come to terms with the limits of its power. It gave considerable attention to spending, with the emphasis on protecting those services which the government really has to provide. The government is now positioning itself for a further rise in underlying demand for its services, and is therefore trying to encourage private sector finance to become involved in areas such as medical care.
