The main recommendation of the Greenbury committee on executive salaries is that there should be greater accountability and transparency concerning the links between directors' payments and performance. This should be welcomed as a valuable opportunity to boost understanding about the key role played by companies and their directors in the economic and social development of the country. For many observers, it is now also time to narrow the gulf between directors' salaries and those of ordinary workers, as this severely hampers integrity and communication.

The UK's trade unions have undergone significant changes. They are now uncertain about their role, and are grateful for anything government ministers are willing to give them. They realize that they have become much less influential, and that their stance on key issues is no longer particularly important. They are reluctant to come into conflict with the government, and seem to almost regret putting forward policies that oppose those of the government. However, they still deserve to be taken seriously.
