Having a care for the welfare of council tenants
Article Abstract:
Housing managers have to offer related welfare services in 1993 because of the care in the community policy. The Housing and Urban Development Bill will give councils the right to charge these services to housing revenue accounts. The Department of Environment (DoE) considers general counselling, alarm schemes and liaison with health services on behalf of a tenant ineligible for charging. The Association of District Councils and the Association of Metropolitan Authorities refute the DoE distinction between the roles of landlord and non-landlord.

The growth of electronic commerce, which allows transactions to be undertaken without banks becoming involved, is creating greater potential for money laundering. It is already known that some Web sites are nothing more than money laundering activities and that drug barons use electronic mail to issue instructions while living in a country without extradition arrangements. Some observers believe that governments are failing to realize the potential scope for money laundering in the digital era.
