The UK Conservative party has stated that a future Conservative government would reduce the basic rate of income tax to 20p in the pound, with inheritance tax and capital gains tax being abolished when this was felt to be appropriate. However, it is possible to argue that tax cuts in the post-election period would not actually bring gains for ordinary people. The Conservative party should be aware that higher taxes or spending cuts are required now if government finances are to be placed on a firm basis in advance of the next recession.

An analysis of government spending programmes in the period to the year 2000 by the UK Conservative party indicates that the employment and education budget will be reduced in real terms to 12.9 billion pounds sterling at 1995-1996 prices, from an estimated 14.4 billion pounds sterling in 1996. In the same period, there will also be a reduction of 15% in spending on programmes which aim to help unemployed people find work. In contrast, the Labour party plans to raise 3 billion pounds sterling to finance a 'welfare to work' programme.

The UK government has borrowed heavily over the last 17 years, and this has led to its debts growing at a much faster rate than its assets. Net wealth was minus 152 billion pounds sterling in 1995, from almost 20 billion pounds sterling in 1979. The fact that rises in social spending have matched real declines in order areas of expenditure means that the scale of government spending as a proportion of national income has hardly changed since 1979.
