The growing use of digital technology will have significant repercussions. Human presence will become unnecessary, and people will therefore be able to disperse. The cost of transporting intangibles will drop substantially, but digital technology will not greatly push down the cost of physical transport. Geographic boundaries between industries and markets are vanishing, as reflected in the decision of supermarket chains to offer banking services. Government itself must be willing to exploit electronic networks to supply its own services.

Budget 2000 is Brown's big chance for tax reform
Article Abstract:
UK Chancellor Gordon Brown should give a high priority to tax reform in his 2000 Budget. He must acknowledge the weaknesses in existing tax plans, gain control over eco-taxes, decide whether to establish a full-scale tax-credit system and re-assess savings taxes. If he decides to undertake wide-reaching tax reform, Brown could gain an advantage over his opponents by abolishing stamp duty and reducing capital gains tax.
