Elizabeth Symons, 41, a Cambridge graduate, entered the civil service in 1974 and in 1989 became general secretary of the Association of First Division Civil Servants, a trade union with 10,500 members. She is concerned about negotiations in the possible move to Canary Wharf and the lack of a published survey into it. She believes plans to contract out civil service work will lead to monopolies for firms winning contracts and increased possibility of corruption. Opportunity 2000 has improved civil service employment somewhat but appointments have not been examined under it.

Judge Stephen Tummin was regarded as a 'safe' appointment to the position of HM Inspector of Prisons in 1987, haivng had an uncontroversial career. However, he has proved to be uncompromising and controversial, and will now not have his contract renewed when it expires in Oct 1995. He has done a great deal to expose the problems facing the UK's prisons, and has not been afraid to criticise the Home Office.
